Constellation wide fighting for control of individual systems, a mash-up of Incursions and FW .. Specifics I won't comment on, but there should be options besides bringing "Da BlobÖ" when going on the offensive (ie. time invested should have same impact as manpower invested).
Personally hate the idea of sovereignty timers, they were originally added to help with tz warfare, but have ended up being a huge encouragement to never meet new peoples giving us a Euro bloc, US bloc, Russian Bloc etc. I'll embrace any mechanic that breaks this trend towards homogeneous entities.
Scale: Ack, there is a lot of overlap .. rephrasing from Logistics thread.
Introduce a maintenance system (think Civ4( that adds penalties based on distance from a capital and number of 'external' holdings. Allow for said penalties to be somewhat mitigated by adding sovereignty upgrades that 'interfere' with other upgrades (like jammers/bridges).
Reference: The Roman Empire was the single most powerful force in its time, yet it eventually collapsed due to the administrative burden of its size .. includes the scheming/shenanigans of citizens trying to get their dues and in the process hastening its demise.

Does such a construct even exist today?
Back when I dabbled in null (pre-QR), alliances had a preferred Tz but either large off-tz contingents or permanent allies who could provide cover. Add 2-3 timer 'refinements' and alliances are now almost entirely "pure" and only bother with off-tz allies for the initial smash'n'grab phase .. and even that is not needed with proper planning.
Eve sets itself apart from all comers with the 'One Server', most/all other games have servers split regionally or even nationally so the issue does not really exist elsewhere. Why should mechanics encourage xenophobia? Allow it for sure, but outright encourage it as it does now?

Twin-barbed maintenance system as mentioned earlier (at least two people liked the idea!!!111 ) with more meat: - Designate Capital (must be station system). - Sovereignty wars are constellation wide, and defender has some say in which system is "up first" if entire constellation is claimed. - Capital system provides defensive bonuses scaled by how much of constellation is controlled, but can theoretically be attacked at any time (after the point above is considered). - Capital Constellation is free of charge, allows for additional anchored bridges and has substantial manufacturing/harvesting boons built-in. - Systems in additional constellations in region costs twice what is currently the case. - Cost for systems in second region is quintupled (5). - Cost for systems in third region is multiplied by ten (10). - Etc. - All consumption is negatively affected by LY distance from capital (fuel, manufac.mineral etc.) - Sovereignty upgrade that decreases the additional costs associated with size/distance are available at the expense of some critical upgrade like bridge or jammers and such. - Throw in crippling fuel requirements for cross-region jumping or some other force projection nerf to make the island empires nigh impossible to maintain.
There you have it: The Roman Empire in space. Small highly productive core with lots of Farms and Fields in outlying provinces and vulnerable 'foreign' holdings. Benefits the small/organized while still allowing for the big with long arms .. super-bloat empires that we know today would be nigh impossible without massive slave armies to pay the bills.

Careful with direct comparisons with high-sec, people there have infinite rats in the form of missions whereas null has finite rats in belts/plexes .. tradehubs or lack thereof has more to do with null manufacturing being gimp. Null population density will never be as high as high-sec for that reason .. suppose it could be done by introducing agents in space for Bacon-ButtonÖ feature, but then we are back at uncontrollable ISK faucets

Why bother policing anything when you have 1-48hr timers on everything of value? Just muster forces at the appointed time and everything is rainbow farting unicorns. The only way to make alliances want to police their space is if you are able to threaten it in a way that doesn't favour bi-weekly CTA's .. which is where all the support for activity metrics playing a part comes in I guess. Make a lot more high value stuff vulnerable to roams and hit'n'runs or remove/restrict a majority of timers. There is no easy way to do it and no matter what is done a lot of null will cry foul as requiring :effort: is hard to sell when you have spent years pampering the clientFle.

Depends on how its done, one could say that sovereignty is acquired with TCU and then the holder is given a week to meet some activity criteria .. if unmet then TCU selfdestructs, offlines or something. Combine it with a contract/treaty system so that an alliance who just wants a moon/cyno/buffer system for instance can hire a caretaker corp to prevent sov from dropping.
